tabbed urxvt?

Supposedly urxvt 7.x supports tabs via a Perl module by running it as:

  # urxvt -pe tabbed

And adding to your ~/.Xresources:

  URxvt.perl-ext-common: default,tabbed

However this doesn't work under Cygwin:

  [505 ~] urxvt -pe tabbed
  urxvt: "pe": unknown or malformed option.
  urxvt: "tabbed": malformed option.
  rxvt-unicode (urxvt) v7.7 - released: 2006-02-21

Supposedly this has been possible since urxvt 7.3 (see
http://linux.die.net/man/7/urxvt).  Why does this not work under Cygwin?
